SUMMARY:  Staff has prepared a draft Water Production Summary Report of all registered production sources, i.e., wells and surface water diversions, within the District for Water Year 2003 (WY 2003).  WY 2003 includes the period from October 1, 2002 to September 30, 2003.  Preliminary computations indicate that 19,436 acre-feet of ground water were produced from registered wells in the District during WY 2003.  In addition, surface water diversions by  California American Water (Cal-Am) from San Clemente Reservoir totaled 287 acre-feet in WY 2003 and 36 acre-feet of surface water were diverted by other users.  Accordingly, the combined production from surface and ground water sources within the District for WY 2003 is calculated to be 19,760 acre-feet.  In this report, comparisons of Cal-Am and non Cal-Am production in WY 2003 with production in WY 2002 and with the current District water allocation limits are presented.  

 

RECOMMENDATION:  This report is for information purposes only.  The Board should review the draft summary report and provide staff with any comments or questions.  Staff will complete the final report, incorporating any late revisions, if this item is approved with the Consent Calendar.

 

BACKGROUND INFORMATION:  Well owners and operators are required to submit water production information from all wells within the District annually.  Well production for WY 2003 was computed by either the Land Use or Water Meter reporting method and is described below.

 

Number of Wells - Presently, there are 996 registered wells in the District.  Of this total, 696 wells were active and 257 wells were inactive.  A well is defined as active if it has produced any water during the reporting period, i.e., the water year.  Information on the remaining 43 registered wells is not available because the owners have not returned reporting forms. 

 

Data Adjustments - For certain wells, staff had to make estimates of actual production to more accurately quantify water produced during WY 2003.  Data adjustments were required to estimate the water production from 83 wells that either had incomplete water meter records, or reported production for a period longer than WY 2003. 

 

Production from metered wells with incomplete records was estimated by using generalized, non Cal-Am monthly distribution factors developed by staff.  In 51 cases, production records were incomplete for the reporting period because the reported production was for a period shorter than WY 2003, or, as was the case for ten wells, because water meters were installed or repaired after the start of WY 2003.  By applying monthly distribution factors, staff was able to reasonably estimate the percentage of production that was not reported for each of these wells, which was then added to the annual total for those wells. 

 

For 32 cases in which production was reported for a period longer than WY 2003, estimates of the amount of over-reported production were made based on the monthly distribution factors.  These amounts were then deducted from the reported totals.  In five additional cases, production for wells with non-functioning water meters was estimated based on historical records. 

 

District-wide Production - Preliminary production values for WY 2003 are summarized by reporting method, reporting status, and source area in Exhibit 9-A.  For comparison, production values for WY 2002 are presented in Exhibit 9-B.  The aquifer subunits and source areas are shown in Exhibit 9-C.  The volume of water produced from various source areas within the District in WY 2003 is shown in Exhibit 9-D.  The number of active non Cal-Am wells and the volume of water produced by each reporting method for WY 2003 and WY 2002 are compared in Exhibit 9-E.

 

District-wide, total water production decreased by 263 acre-feet (1.3%) in WY 2003 compared to production in WY 2002.  Specifically, ground water withdrawals decreased by 343 acre-feet (1.7%), while surface diversions increased by 80 acre-feet (32.7%) during WY 2003.  Reported non Cal-Am surface water diversions decreased by 32 acre-feet (47.4%) in WY 2003, while Cal-Am surface diversions from San Clemente Reservoir increased 112 acre-feet (63.9%).  It should be noted that about 47 acre-feet of Cal-Am’s surface diversions were used for back wash operations at the Carmel Valley Filter Plant.  After this water is used to back wash the filters, the water is returned to the Carmel River system.

 

Monterey Peninsula Water Resources System (MPWRS) - The MPWRS includes the Carmel River and its tributaries, the Carmel Valley alluvial aquifer, and the coastal subareas of the Seaside Basin.  Overall water production within the MPWRS in WY 2003 decreased by 44 acre-feet (0.3%) compared to WY 2002.  More specifically, Cal-Am production in WY 2003 increased 260 acre-feet (1.8%), while non Cal-Am production decreased by 304 acre-feet (9.5%) compared to WY 2002.  Cal-Am production in Carmel Valley increased 275 acre-feet (2.5%), and Cal-Am production from the coastal subareas of the Seaside Basin increased 1,306 acre-feet (59.4%). Non Cal-Am production from Carmel Valley decreased by 317 acre-feet (14.0%) compared to WY 2002, and non Cal-Am production from the coastal subareas of the Seaside Basin increased 12 acre-feet (1.3%).

 

Water Allocation Program - With respect to the District's Water Allocation Program limits, Cal-Am production from the MPWRS in WY 2003 was 14,871 acre-feet, or 2,770 acre-feet (15.7%) less than the Cal-Am production limit of 17,641 acre-feet that was established with the adoption of Ordinance No. 87 in 1997.  Non Cal-Am production within the MPWRS in WY 2003 was 2,912 acre-feet, or 134 acre-feet (4.4%) less than the non Cal-Am production limit of 3,046 acre-feet established by Ordinance No. 87.  Combined production from both Cal-Am and non Cal-Am sources in WY 2003 was 17,783 acre-feet, which is 2,904 acre-feet (14.0%) less than the 20,687 acre-feet production limit set for the MPWRS as part of the Water Allocation Program.  A comparison of reported water production from the MPWRS in WY 2003 relative to the Water Allocation Program limits is shown in Exhibit 9-F.

 

Lastly, it should be noted that 98.9% of the ground water production within the District was reported by the water meter method in WY 2003.  In addition, 95.7% of the registered well owners in the District reported their water production in WY 2003.
